Bill Black - B&R Founder/CEO

Bill Black - Founder & CEO

Col Bill Black, USMCR (Ret.), is the Founder and CEO of Black & Rossi. He has over 37 years of experience in defense activities focused on aviation ground support, logistics, maintenance, readiness, science and technology.

Bill has worked in developing, leading and implementing integrated data environments, logistics modernization efforts, total life cycle management plans and programs, and working acquisition programs in the Joint and Coalition space. Bill's civilian experience includes senior international work at EDS, AT&T and multiple small business startups.

Col Black possesses a B.A. in Business & Psychology from Albion College, Albion MI. He is a graduate of the Marine Corps Command & Staff College, Joint Forces Reserve Course, the National Security Course at National Defense University and the National Security Decision Making Course at the Naval War College.

Tim Koeppl - Black&Rossi COO

Tim Koeppl - COO

Tim Koeppl is the COO of Black & Rossi. Tim has over 30 years of experience supporting and leading organizations in the fields of logistics, transportation, technology, and defense.

During his career Tim has been instrumental in the development and implementation of strategic plans to improve operations, risk management, and financial performance at several organizations. In addition, Tim spent 10+ years practicing law with a number of national firms before moving in-house and serving in general counsel and risk management and compliance leadership roles. Tim served as a commissioned officer in the United States Marine Corps for over 20 years, retiring in 2012.

Tim received a B.A. from Marquette University and holds a J.D. from the University of San Diego School of Law and is licensed to practice law in CA, MD, and Washington D.C.
